In 1937, the Ministry of Public Works issued the 'Bottai Law', later repealed and replaced by Law 717/1949, also known as the 2% Law in force today. According to the law, 2 per cent of the amount allocated for the realization of public works must be reserved for the execution of artistic embellishments of the same. The law has undergone many variations from that circular until today, often falling victim to the superficiality of administrations. An audiovisual tale about urban spaces enriched by artworks in which the not always harmonious relationship with the users, the citizens, is highlighted.

Five artists, two theatrical actors husband and wife, a choreographer, a musician and a videomaker have an ambitious project, they want to organize a traveling art festival following a merchant ship route. When everything seems ready for the start of the journey - inspection, something goes wrong, the freighter's route was canceled at the last minute. While the five argue with each other about how to avoid the sinking of the project in a pub, a strange and self-styled captain offers them a lifeline. Between doubts and uncertainties the five will accept the offer of the captain and on a sailing boat they will venture into a strange journey in which there will be no shortage of twists. At the end of the journey, each of the five will face life from a new point of view.

The documentary collects the witness of some of the protagonists of post-World War II Sicilian politics, culture and society who, despite being moved by different political ideologies, dedicated their time to obtaining Sicilian autonomy. The tale in several voices composes the story of an unfinished and never fully applied Sicilian autonomy and offers a starting point for reflection on the fate of today's Sicily and of Italy as a whole, today grappling with new autonomist demands.
